making a fat32 the way windows does

I need to make a fat32 partition/filesystem that's DOS/windows bootable. Basically, I'm following this guide: I've done some testing and I've narrowed the problem down to the filesystem or partition. Basically, if you follow that guide from windows, everything works great, but if you create the partition on linux and do everything else the same, the usb drive is readeable but won't boot correctly. I've tried using gparted and fdisk+mkdosfs to make the filesystem on linux.

Basically, I think it has to do with some settings like cluster size or something. Can anybody tell me how to use linux tools to produce exactly the same filesystem as this:
